Broadband as an essential facility

I believe based on feedback from someone in the internet industry, that the suggestion in thedraft framework that broadband be considered an essential facility, along with electricity, etc., is controversial.

Any comment on this?

I find this suggestion in the draft problematic as well. I believe access to water is a human right as a human being will die if she/he is denied access to water. While watching a World of Warcraft junkie going cold turkey is not pretty none of them die as a result of not being able to raid. Nor is sewage service or electricity necessary in order to sustain human life.

I would support internet access being seen as a basic service on par with sanitation, electricity etc. in governments developmental policies. But putting internet access on par with water, air and nutritious food represents some seriously woolly geeky thinking.
